SDT scraps plan for garbage facility
Torres won't fight business opposition Tuesday, November 18, 2008By Chris

After months of neighborhood opposition, garbage executive Sidney Torres IV
is pulling the plug on plans to build a controversial $2 million garbage
transfer site on Paris Road in Chalmette.

Torres' decision Monday to kill the proposal came a day before the St.
Bernard Parish Council was set to vote on the measure, and as parish leaders
continue to investigate a series of sharp increases in landfill costs billed
to St. Bernard by Torres' company, SDT Waste & Debris.

As of late Monday, Torres' request to rezone a 5-acre tract of land in the
5400 block of Paris Road to accommodate the waste facility was still on the
council's agenda, and many council members had not officially heard of his
plans to abandon the plan. Several council members, including George
Cavignac, who represents the Chalmette district where the site was proposed,
said they likely would have voted against Torres' request.

"The people are all against it who live there, and I'm really concerned
about the traffic at that location," Council Chairman Wayne J. Landry said.
"I think he's exercising good judgment and he's not willing to go against
the people of the parish."

Torres said his decision was unrelated to the ongoing council investigation
into garbage costs billed to the parish.

"The situation with the garbage bills, that's not the reason why," Torres
said. "The reason why is obviously because the businesses on Paris Road do
not want it. I'm not going to try to force something that they don't want."

By parish law, Torres cannot reapply for a zoning change on the property for
at least another two years. He said he probably will still buy the property.


During the past few months Torres had unveiled plans for an enclosed garbage
transfer station shrouded in palm trees and evergreens, saying it was a vast
improvement over the parish-owned, open-air transfer station he has been
operating farther south on Paris Road. Smells from the incoming garbage at
the new station would be masked by the same lemon-scented deodorizer his
company uses in the French Quarter, he said.

But some nearby residents and businesses argued that the site would be an
eyesore on Paris Road and would lead to additional traffic. Cavignac said a
recently released traffic study raised concerns.

As of late last month, St. Bernard Parish President Craig Taffaro has
restricted much of Torres' use at the existing transfer site because of
unresolved questions about large increases in garbage disposal costs billed
to the parish since mid-2007, when SDT took control of the site. SDT trucks
from St. Bernard and other parishes were dumping trash at the transfer site,
along with St. Bernard residents and contractors who brought construction
debris. The garbage and debris were often mixed together, and the site had
no scales to determine how much garbage should be attributed to St. Bernard.


Since late October, Taffaro has allowed Torres to bring residential garbage
only from St. Bernard Parish to the site. Residents can still bring
construction debris, but it cannot be mixed in with curbside garbage unless
the parish authorizes it.

Torres said he may still seek another spot to build a transfer site, but the
lack of a garbage clearinghouse won't affect his daily business.

"We've changed some hours around, added a couple more trucks, and we're
going to make it work," he said. "It's not going to affect my business at
all. It's going to be just fine."

Man booked with rape after bringing 15-year-old girl from Missouri to St.
Bernard Parish

A Missouri man living in Violet has been booked with the rape of a
15-year-old girl he had brought to St. Bernard Parish from Missouri,
authorities said.

Neil Scott Kramer, 39, has also been booked with carnal knowledge of a
juvenile, possession of the drug ecstasy and contributing to the delinquency
of a juvenile, the St. Bernard Parish Sheriff's Office said Monday.

Although Kramer and girl had been exchanging text messages for several
months, they had not met each other until Nov. 10 when Kramer went to the
girl's hometown to get her, the girl told investigators.

The girl told investigators she had made arrangements via text message for
Kramer to pick her up from a convenience store in her hometown, which the
Sheriff's Office did not name. Shortly after they began driving toward St.
Bernard Parish, the girl told investigators, Kramer stopped at a hotel where
he gave her a tablet of ecstasy and had sex with her. The girl said she and
Kramer had sex several more times after arriving at his home on 2605
Packenham Road in Violet, including another instance where he provided her
with ecstasy.

The Sheriff's Office said Kramer brought the girl to a local bar Friday
night, but that she could not get in because she could not provide
identification. They were able to get into another local bar, where Kramer
gave her more ecstasy and three alcoholic drinks, the Sheriff's Office said.


At that bar, the girl texted her mother from the bathroom and told her
mother where she was. The girl's mother contacted the Sheriff's Office to
alert them that her daughter had been kidnapped in Missouri and was in a bar
in the Violet area.

Deputies found the girl there but she told them Kramer had left the bar with
another man. Deputies searched the area and found Kramer and another man at
a nearby cafe. Two tablets of ecstasy were found in Kramer's pocket.

Kramer, from Buffalo, Mo., was in the area doing contracting work, the
Sheriff's Office said. He remained in St. Bernard Parish Prison Monday in
lieu of $250,000 bond.

The girl was put on a plane and sent home to her parents

announced that it will be shuttering all 78 of its kids and men's stores.

owns. The closures will occur this Fiscal year,according to a company press
release.

Gap Inc. Closing 85 stores. In addition to its namesake chain, Gap

Foot Locker to close 140 stores. In the company press release and
during its Conference call with analysts today, it did not specify where the

business and closing all of its stores. Wickes, a 37-year-old retailer that

which is going out Of business. Levitz first announced it was going out of
business and closing all 76 of Its stores in December. The retailer dates
back to 1910 when Richard Levitz opened his First furniture store in Lebanon

forefront of the furniture industry. The local Levitz closures will follow
the shutdown of Bombay .

Zales, Piercing Pagoda closing stores. The owner of Zales and
Piercing Pagoda previously Said it plans to close 82 stores by July 31.
Today, it announced that it is closing Another 23 under-performing stores.
The company said it's not providing a list of specific Store closures. Of
the 105 locations planned for closure, 50 are kiosks and 55 are Stores.

Disney Store owner has the right to close 98 stores The Walt Disney
Company Announced it acquired about 220 Disney Stores from subsidiaries of
The Children's Place Retail Stores. The exact number of stores acquired Will
depend on negotiations with landlords. Those subsidiaries of Children'sPlace
filed for bankruptcy protection in late March.. Walt Disney In the news
release said it has also obtained the right to close about 98 Disney Stores
in the U.S. The press release didn't list those stores.


Home Depot store closings ( E. Brunswick , Rt 18 just put up their
closing sign) ATLANTA - Nearly 7+ months after its chief executive said
there were no plans To cut the number of its core retail stores, The Home
Depot Inc. announced Thursday that it is shuttering 15 of them amid a
slumping U.S.economy and Housing market.The move will affect 1,300
employees.. It is the first time The world's largest home improvement store
chain has ever closed a flagship Store for performance reasons.. Its shares
rose almost 5 percent. The Atlanta-based company said the under-performing
U.S.stores Being closed represent less than 1 percent of its existing stores
. They Will be shuttered within the next two months.

CompUSA (CLOSED) clarifies details on store Closings Any extended
warranties purchased for products Through CompUSA will be honored by a
third-party provider, Assurant Solutions. Gift cards, rain checks, and
rebates purchased prior to December 12 can be Redeemed at any time during
the final sale.. For those who have a gadget Currently in for service with
CompUSA, the repair will be completed and the gadget will be returned to
owners.

Macy's - 9 stores

Movie Gallery - 160 stores as part of reorganization plan to exit
bankruptcy. The video rental company plans to close 400 of 3,500 Movie
Gallery and Hollywood Video stores in addition to the 520 locations the
video rental chain closed last fall.

Sprint Nextel - 125 retail locations New Sprint Nextel CEO Dan Hesse
appears to have inherited a company bleeding subscribers by the thousands,
and will now officially be dropping the ax on 4,000 employees and 125 retail
locations. Amid the loss of 639,000 postpaid customers in the fourth
quarter, Sprint will be cutting a total of 6.7%of its work force (following
the 5,000 layoffs last year) and 8% of company-owned brick-and-mortar
stores, while remaining mute on other rumors that it will consolidate its
headquarters in Kansas . Sprint Nextel shares are down $2.89, or nearly 25%,
at the time of this writing.



J. C. Penney, Lowe's and Office Depot are scaling back

Ethan Allen Interiors: The company announced plans to close 12 of
300+stores in an effort to cut costs.


Wilsons the Leather Experts - 158 stores

Pacific Sunwear will close its 154 Demo stores after a review of
strategic alternatives for the urban-apparel brand. Seventy-four
under-performing Demo stores closed last May.

Sharper Image: The company recently filed for bankruptcy protection
and announced that 90 of its 184 stores are closing. The retailer will still
operate 94 stores to pay off debts, but 90 of these stores have performed
poorly and also may close.

KB Toys posted a list of 356 stores that it is closing around the
United States as part of its bankruptcy reorganization. To see the list of

Dillard's to Close More Stores Dillard's Inc. said it will continue
to focus on closing under-performing stores, reducing expenses and improving
its merchandise in 2008. At the company's annual shareholder meeting, CEO
